An interesting article from The Slate about the use of "Grandfather clauses" in lawmaking. Relevant to Bush's tax cuts, but also interesting in its use of California's Proposition 13 in 1978 as an example.
I remember Prop. 13. Although, being a kid, the biggest things that I noticed were that they cut the public fireworks display at the local park and that my parents pulled me out of public school that year.The article: "Grandfather-clause Politics"
